A physical description would be pretty difficult to get from someone who hides their face. The white hood obviously spread a little confusion to others, thinking that the assassins were actually scholars. This also worked vice-versa, and some poor scholars were killed and/or thrown into the sea. As for Mr. Mercer, well, maybe it's just cold where he lives. They used it in Star wars, they use them in all sorts of movies unbreakable to show that there is a dark side inside all people. I rather like the hoodie look. And if you ever put one on yourself and walk through a crowd there is a feeling of self mysteriousness. Almost like you have something to hide. And it goes to show in these games...
